People taking part in major government drives to develop, clean up and standardize national and sector-specific databases in Ho Chi Minh City will receive an allowance of VND200,000 (US$8) per day.

The city People’s Committee introduced the payment policy in guidelines issued on July 25, following the approval of a related resolution by the municipal People’s Council.

The allowance applies to people officially assigned, appointed or mobilized by authorized state agencies to participate in priority data-processing campaigns.

The campaigns cover three main groups of databases: 13 essential national and specialized systems that must be connected and shared across government agencies; 20 national databases identified by the government; and 330 national and industry databases intended to support broad digital transformation.

For state-salaried civil servants and public employees, the allowance will be paid only for work they do outside regular office hours.

This year, the city plans to organize 13 intensive data-standardization drives. Each campaign will involve up to 7,000 workers over a maximum of 90 days with mandatory output targets.

Funding for the payments will be drawn from the city allocation for science, technology, innovation, and digital transformation.

In 2025, the city carried out two 90-day campaigns to standardize marital status and land registration records for 7.4 million people and 3.1 million land plots, establishing a robust foundation for exploiting and sharing data to serve public administration and digital civil services.
